I haven’t been to Orchid but I do like all others for different reasons. Xiaoliuqiu is a great 1 or 2-day trip. Green Island is fantastic for views, bike or scooter riding but overall Penghu has a lot to offer but it’s also a bit overcrowded at times.”
@ziomatrix223: “In my opinion, Lanyu (or “Pongso no Tao” in their native language) is the most beautiful and peaceful island around Taiwan… And the unique, indigenous Yami culture there is the main reason that it differs from other islands.”
@ZeezyMulla: “Lanyu is definitely the most beautiful above ground and underwater. But, someone liked one of all the major outer islands the best, which just tells you that they are all awesome, and there is something in these islands for everyone.

Final Comments:

Personally, I like Xiaoliuqiu the best because it is easy to get to, and has nice beaches, and sea turtles. If I had to rank the islands, I would do so as follows:

Xiaoliuqiu – This island is a small little ball of fun.
Penghu – Huge areas and lots of places to explore, and lots of good food and accommodation available.
Green Island – The most free of the outer islands, and one of the most beautiful.
Kinmen – Has more museums per capita than anywhere I have seen on earth, full of history and beautiful scenery.
Matsu – Beautiful scenery and stone villages, and of course the amazing Daqiu island full of hundreds of wild deer.
Orchid Island – Lanyu is breathtakingly beautiful and has amazing snorkeling and diving, as well as a unique Yami culture.
